Default 2009 F150 XLT Lost Dash Power

I was driving along in my F150 when I smelled burning. Looked down and I have lost all dash power (Spedo, RPM, Fuel, etc.. and my radio had no display on it. The radio is still playing but I can't change anything or shut it off. I'm thinking it could be a bad relay or fuse. Is the one I need to look at under the hood or in the passenger side fuse panel? I'm hoping I have a bad fuse or relay and not a short somewhere or something burned out.

So I've figured out which fuse it is in the fash panel, it's a 10A that feeds the instrument cluster. I changed it with a spare 10A and it popped straight away... so I have a short somewhere. It's funny because a few weeks ago the display for the radio went out and I never thought anything of it and it came back later. A wire in there somewhere must have rubbed it's way through. Guess I'm scrapping the dash to look for it.

sometimes driving on rumble strips or other ruff terrain will jar something loose

Make sure you replace the fuse when the truck is off, no keys in the ignition and the (dash) lights are not on. Put the fuse in when the circuit is cold, then start the truck and see if it still pops

So I've completely scrapped my dash. Removed all the plugs, taken out my instrument cluster. Everything unplugged I can see and the fuse is still popping instantly. The only thing I can think of is if the cruise control buttons are on that circuit? Not sure what else is left to check? Bad fuse holder? A wire grounded out somewhere I can't see?
