Default 06 5.4L what is this plug for?

I am not getting power to dash. I figure I'd check fuses and all seem good. I thought this was an inline fuse by when I took it apart, it looks like no fuse to me?

Its not a vacuum, it has a bullet electrical connection inside.

Im not sure what "loomed" means. I'm guessing it is the wire off the starters S terminal. I'm having a start problem and following the 4 wires from the starter (Ground to battery, ground to frame, positive to battery, S terminal). No other wires coming out of that casing, and the only wire I can't trace anywhere else is the S terminal wire.

Loom is what protects the wire from engine heat... it’s the plastic shielding around the wire.
AKA.. wire loom .. where does the upper part of the wire that is in the wire loom go to ?

Yes, it is the yellow/light blue wire from the starter S terminal to the Starter relay in the CJB. The wiring diagram shows it as connection C134

What I am confused about is that I have benched tested the starter relay, not only hearing the click, but also checked voltage output from the relay at 12.6, but when I get to that connection, there is no voltage after the relay clicks. no other connection between the two and the wire looks fine.

I think I will run a jump wire from the relay past that connection and see what I get. Maybe its in the CJB itself. I have read a lot of people have had to replace the CJB
