No, it isn't. If you have a short enough torx you can fiddle the top screw out, but the bottom one is inaccessible. I think I need tho take the steering wheel off.

Edit: the problem lies in the torx screw that holds the pedal adjustment switch down. That switch is very fragile. So, using a very small 90° torx, I succeeded in prying this out as well. After this it was just a matter of pulling the entire stalk to the left to take it out. No steering wheel removal required.
