Will adding sensor holes cause rusting on bumper?

No the bumpers will just rust on there own....

Around the site of the hole or you mean just in general after years and years of life?

I've been doing some reading online and it seems that as long as the bare metal of the inside of the hole is protected from water... Then that's what's important... Is that correct?

That's normally how it works. Exposed metal will oxidize.
