What are these things for?
What's pictured is the top tether securing loop to be used on a forward facing seat.
Not all car seats integrate into every vehicle as well as others. There is a bit of science into doing it right.
Depending on vehicle configuration, certain positions have different securing options available or not available. Forward and reverse facing make a difference on what options are possible and finally the car seat it self brings another dimension of available options, some are equipped with LATCH some not.
On the F150 SuperCab and Crew only the rear outboard seating positions have LATCH, the center doesn't. The rear center seating position, often regarded as the safest position in the vehicle. There's no standard LATCH anchors for this position even though for rear facing seats its sometimes the easiest to use as the front passengers will typically have a great use of range of their seats/seat back position.
Though there's an exception for the F150 to use LATCH in the rear center position.
As stated on page 33 of the '13 manual. Due to standard LATCH anchor width of 11 inches, Ford doesn't recommend using this seating position unless the car seat is equipped with LATCH webbed anchors and the car seat manufacturer has approved the use of LATCH system with anchors that are wider than the standard 11 inch width.
It seems simple, sort of like throwing a baseball. Most anyone can throw a baseball. But few like Clayton Kershaw or Steven Strausburg throw it right.
There's actually quite a bit that goes into fitting the child seat to the vehicle configuration and seating position properly.
Ford dedicates three pages on the '13 manual, pages 34 through 36 on just the top tether anchors. The manual indicates there are tethers straps available for all three sitting positions in the SuperCab and Crew.

Was curious about the nylon straps as well when I first got my truck. Every other vehicle I've owned has metal or steel restraints with the logo anchor on it, as previously stated in this thread.
I firmly believe that there should be a test given to prospective parents, before they are "prospective", to see if they are intelligent enough to procreate. Unfortunately for many, it would eliminate a good portion of the world population from being allowed to procreate, and we'd have a huge sterilization budget to pay for...
I live in a well-to-do neighborhood and often see kids, and adults, riding bikes past my house with no helmets. Or wearing flip-flops on a bike. I see parents holding their kids on their laps. I see kids not using carseats / boosters until they are supposed to http://www.cdc.gov/features/passengersafety/, and sitting in the front seat way before they should be. A relative once said to me "but he doesn't want to be in the booster seat". Tough crap kid, you don't get a vote.
Ultimately, those stupid genes get passed to the next generation if the child makes it that long...

When I was brought home as a baby we where not in a car seat at all. Times have changed and those making decisions now did everything that people complain about now. Just make sure that the seats are secured prperly. I know in NY you can go to any police station if your not sure how to put any car seat in. It's not rocket science but there are the select few that can't figure it out.
Congrats by the way!!!!! Good luck and enjoy!!!!!

I currently live in the Middle East. Saudi Arabia to be more specific. I don't want to be here but I am here at least for a little while anyway.
I've seen some of the craziest
ever in my 294 days thus far. This is not a joke and I am not exaggerating AT ALL: oftentimes you will see babies on top of the dash. Yes little babies, new bornes, and small toddlers. I've seen one vehicle utilizing a car seat this entire time. Usually kids ride on their dads lap while he is driving. Or they're bouncing and jumping around. I almost forgot, young kids drive here too. Since women can't drive and the dad is gone or at work, kids as young as 12 will get behind a wheel. So scary.
The traffic laws aren't enforced here so people routinely go 160kph without any issue. When there's an accident, it's usually a multi-fatal with the vehicle on fire/exploded (maybe it's the 95 octane).
It's crazy here and people drive like absolute **** and I can't wait to get back to normalcy. Hey at least gas is .11/liter for 91 octane (I don't care because I don't pay anyway).

If a chemical could be developed as a gas, it would be very easy to administer this sterilization process. Just pipe it into the airhandling system at all Walmarts!!!

To 503PDX, congrats man, and enjoy them now, they growup way too fast.
I'm notable to get either one of my seats, forward facing, to utilize the tether. They both however, using the LATCH system are secure. If your seat isn't able to use the tether, don't freak out.
