Thanks everyone. After a few weeks of frustration, I'm just going to write it up as an EPAS issue and deal with the Ford dealership.

Hmm, I quite possibly am missing some, I did check the link and it still looks like it fits. Still seems strange to have a steering wheel sensor way down on the rack. The steering wheel torque sensor is definitely there. Good luck to OP, hope you return to let us know for reference.
