Doesn't look like your bumper has moved at all. If it was hit it would be noticeably bent on 1 side. Those 3 large 14mm bolts are torqued to 150 ft lbs. They are moving at all.

The gap from bottom of tailgate to top of bumper plastic is normal in your picture.
