We don't know what kind of steering you have, since you didn't tell us. Check for codes with an advanced scanner. Clean/lubricate the 2 u joints.

sorry, it's a 2012 5.0 automatic, 2 wheel drive.possibly heat has some effect. i drove about 5 miles from work went into the grocery store for twenty minutes and it was fine on the way home.it says it's an eps system and no codes

Hopefully your epas rack isn’t failing, before mine went out for good it would work or not work with no rhyme or reason.

Rebuilts do have a warranty I believe, I think it’s same as new warranty but I could be wrong. I thought about a rebuilt one when mine was done but decided to go new. Are you sure it’s not something else wire, battery, fuse etc... just saying as the rack replacement is expensive hate to see ya replace it and still have problems.

Visually check the the steering column shaft in the engine bay...It will have 2 non greasable u-joints on it....The bottom one you can barely see clearly!!
It probably will look dry & even rusted....This comes with age & mileage & heat from the engine that also helps to dry it out !!
It is this bottom joint that is probably partially seized...
What you describe as stopping momentarily is probably as you turn the steering (as in a turn) it goes stiff to turn!!
...almost like it hits a high spot & becomes hard to turn then frees up till you go back over that same spot in another turn!!
In time it will get much worse.....where it will feel stiff thru the whole turn cycle.....
Spray this joint with a good lube like fluid film (not wd-40) & it might/should cure your problem for a few days ....Then re spray it; till you get your new part!!
Trust me it will return with vengence & will only get worse!!
This part @ ford was in the neighbourhood of $400.00 canadian.......But you can get a china one off E-bay for around $50.00
I can tell you the part works well....Been there done that.....Good Luck!!
Also let us all know your fix & results...so others may learn...
