Default PATS module reprogram

Update 11/02
After quite of bit of reading I was able to determine that after using forscan to program keys to a new cluster and forscan shows that 2 keys have been programmed but the vehicle will not crank over you need to do a PATS module initialization. My keys now work with the replacement cluster.

I have a 2009 F150 King Ranch. Several of the LED lights in the instrument cluster are out. I purchased an instrument cluster from a 2010 F150 King Ranch.
I installed the cluster and used Forscan version 2.3.25 to erase all keys in the PATS module in the cluster and program my two keys. The keys show as being programmed, the anti theft light no longer flashes continuously but the truck does not start...no crank.

I reinstalled my original cluster and use my keys...no crank. I use Forscan to erase and reprogram and the truck starts.

My keys are the S encrypted keys. Did Ford use the SA encrypted keys on the 2010 model? If so then I am assuming that the S encryption is not forward compatible to SA? I know SA is backward compatible with S encryption.
Anyone have any knowledge on this?
