Default Panel and dashlights during the day?

Whenever I manually turn on my headlights during the day none of the panel or dash lights come on until it gets dark? Is this normal? It must operate on some sort of sensor? Please advise if you are familar with this.
Also I did a search and did not find? Thank You

The photo sensor is in the top, middle of the dash (in front of center speaker).

Yes it's normal.

Thank You, reason I was asking is on some dark afternoons that the auto lights don't come on and I turn them on manually it would be nice to have the dash lit up. Thanks

I hear you - kind of a stupid design feature.

Baseball cap works well.

put a piece of black tape on top of the sensor on top of the dash and your dash lights should come on bright all the time
