Default HVAC Issues

I have several issues with my HVAC system, one the passenger side blows heat no matter what. Two, the defrost just kinda doesn't work, it blows the correct temperature of air, but unless I have it on full blast, windows still fog up. Third, while I was replacing the actuator behind the stereo to address issue #1, when I opened the kick plate on the passenger side, an actuator fell out. It was still plugged in, just not bolted in place anywhere.

After replacing the actuator behind the stereo, the passenger side no longer blows hot air, but it doesn't blow as cold of air as the driver side. First order of troubleshooting I think is to figure out where this actuator that's just sort of hanging out behind the kick plate is supposed to go. It's only got about 6" of wiring before it joins another wire harness, so it can't be too far, does anyone know what this actuator does, and where it's supposed to be?
