The V Leds licence plate frame B.U. light is great for light output BUT in a year or less the plastic lens will fade and yellow to where it is useless and if you don't seal it with an RTV water will enter and corrode the board also the frame tends to block the top of the plate which will get you a ticket in many states. I know from experience.

I grounded to the frame just below the bumper. I simply unscrewed one of the screws holding the bottom sheetmetal of the bumper. then put the ground in there, and screwed it back together. it's been working like that for the last two years.
