why not just paint your chrome ones?

scuff them up with some sand paper, prime them, and then paint and clear coat them

just take them off the truck first, obviously

I see you're going for the blacked out look; you can do the same thing with your chrome running boards too

Another option would be to have them powder coated. I've seen an 04-08 F150 riding around town with powder coated bumpers. They look really good.

To get bumpers that truly match the fleck black paint of your truck, just find some OEM FX2 or STX Bumpers. If you paint your chrome bumpers, they will not look as good or last as long as OEM. Sell your chrome bumpers to offset your cost.

I say paint them. It won't be cheap to do it but you can do exactly what you want. Any reputable body will make them match perfectly, how else do you suppose they can paint a door or a hood or something after an accident and have it match? I had the grill and bumper "pads" on mine painted black so they aren't the dull plastic black. Look at pics in my profile.

I have just bought a refurbished primed bumper for half the cps of chrome. You can probably get more than enough for your chrome bumper to pay for a paint to match bumper

Paint will not stick to chrome. The chrome should be removed or you need specific umber coat to have any chance of getting a good, long lasting color coat
