Have to disagree with that, I've tried it, and it definitely stops faster. I was born and raised in Alaska, and have driven in snow/ice half my adult life. Now I'm talking about the last few feet before the stop sign, and the engine is basically idling. If your engine acted like a brake, how come when you put the truck in gear you start moving without pressing the peddle. Power is still being applied to the drive train, unless you're in neutral.

Of course the truck doesn't accelerate to its max speed. But the last few feet are crucial. It's the difference between stopping, and sliding (being pushed by the drive train) through an intersection.

Finally got my truck back today. They replaced the transmission but had to wait since "Sandy" delayed the shipment. Repair order showed it had broken teeth on rear planetary unit.
