I can confirm it can be done on a 2011 xlt. I tried if for a week, didn't like it, so changed it back. Forscan is the answer

OK thanks! I would only do this if I could turn them on/off at will.
Why did Ford have to mess with this? Do other car makers do the same thing to their cars?

I had mine set that way due to working the early shift. Soon as you shut the truck off get blinded. With dark car (police mode) activated you no longer get blinded even opening the door. It stays dark until you toggle it with the rocker switch.

So with Blackout activated you CAN turn on the lights at will? (does the rocker setting keep them at a certain level? I.e. if you turn them on, and leave the setting right there, the lights will come on anytime the doors get opened... until you toggle the rocker for them to be off, that is? Or does it reset to off each time the ignition is cycled?

The interior lights remain off until you toggle them on. there is no in between. The whole point of the feature was for cops to be able to sneak up on someone with out alerting them by all the interior lights coming on when they open the door. They do need to fill out paper work when done hence the ability to toggle them on/off with the switch.
