Using top of rear tire always worked for me...lol.

The Bedstep that mounts to the bumper is for drivers side only. The Bedstep2 that mounts in front of the rear tire can be one or both sides.

Yes. It is mounted on each side, in front of the rear wheels. I'm pretty sure it can't be mounted on the bumper.

I'm a proud owner of their steps. Made in the USA, and one hell of a product.
I use these ALL the time.
Powersteps: The infamous steps (boards) that extend and retract when the doors open & close.
Bedstep: Is the rear "bumper step" which ONLY attaches to the Left side, not right side.
Bedstep2: Steps that attach in Front of the rear wheels to gain access to the front of your bed, or easy to reach and clean the top of your cover or rear window.
I have absolutely no complaints on these at all!
Having a 6" lifted truck and 35" tires ...trust me...they help!
FYI: the Powersteps drop farther than my truck sat stock with the oem running boards! (My 76 year old father gets in with NO problems!).
The Bedstep definitely helps getting in the back when you drop the tailgate.
And I do have BOTH Left & Right Bedstep2's. - I have a toolbox (chest type) in the front of the bed, and I can open the front part of my Extang Encore cover and have easy access.
Shop for the best price & even check with the vendors on here to help.
They are affordable if you shop!

the trick is my tonneau cover... since its the clamshell type (and thus the bedslide) a BedStep2 won't do me much good.

I just did the Bedstep and Powersteps on mine. Big difference. A lot more convenient. They are well made.

Yea, in your case you would only benefit the BedStep2 to clean the top of your cover & clean the rear window since you have a 1pc hard cover then.
Definitely can't justify those steps in your situation when a simple step stool would do the same job for you.
