I have a 2011 Lariat EcoBoost and I can feel the air moving up through the seat on hot and cool. It does seems like it doesn't push air until you get some heat going, my guess is waits until the heater reached a point it can push hot or cold air depending.

Cool seats blow, heated seats don't blow.

Back from the dead but I noticed today that the seats were blowing with the heat on. So now I know they do it for sure, maybe it depends on the temperature since it was around 30 out.
