They are to keep the tires from moving on the wheel or slipping. Aired up I don't see why you can't run them on the highway...I guess some dork's may run on the highway with 10 lbs of air thus becoming a liability question.

i am back on the 17" / ~34" tires. couldn't stomach the cost of that lift.

You're killing me dude! Lol just kidding.. You thinking a level kit though? For sure go with the 17s, i love meaty tire looks! Nothing wrong with 20-24 though, if done right i like those too!
