Default Clay Bar Question

Sorry for the bad picture that I took with my Blackberry.

I have an 2009 Tri-Sand Metallic and on the bed sides and tailgate I see all these rust colored spots in the paint. After researching I think this maybe metal shavings stuck in the paint from transport. It seem that the clay bar is SUPPOSE to remove these shavings. Is this true what I've researched?

If that's true I've heard that once you use the clay bar you need to wax the vehicle which is fine. My friend said he bought a kit and supposedly the spray on way is just fine. Is that true or do i need to use a polish?
