The legacy vB nav bar has been removed. Many of the links within that nav bar are also in the global nav bar (below the title).
The reason for the change was 1) It moves the content that members want to read, further up and 2) Duplication, especially in such a short space, is generally not considered good.

I find it interesting that the other forums I am on have not made this change. Plus I've seen forums where the "content" is pushed down so far due to all the ads that you have to scroll a full page. They are still thriving BTW.
I was on a forum once where they were gonna roll out changes and they made it accessible so folks could go and preview and offer suggestions before it went live, that was nice.
Regarding feedback, the team has used feedback as well as private surveys in the past. However, at the end of the day, there is no way to have X amount of people fully in agreement. So some direction and decisions have to be made by the team based on feedback and other data that score the site.
I'm not sure what other forums you're referring to. Sites in our network or not? Some of our sites have not made the change but are planned. If you're referring to other sites outside of our network, then keep in mind the global nav bar (below the title) is custom to us and was partly deployed years ago to work across the site. The stock vB nav bar, by default, would only work within the forums. Also, navigation, by default, is more commonly found at the top of a page rather than down the page.
