Oh yeah, to get the cable through that little area...that is the corner junction of 4 panels. The small black piece I circled and the knife tip is touching, it just pops out. I made a tiny notch on it so it wouldn't pinch my cable.

Exit point is into the front section of the side pocket, cable comes down from the top. Can't see the hole or bushing without sticking your head down on the floorboard. I have a little cable retainer next to my mount that holds the cable when not in use.

There are lots of switched 12v sources in the overhead console area. Just use them and a 12v to 5v converter.

While that is a good idea to add another USB connection, it wouldn't work to accomplish what the OP was looking for, and that is a clean way to re-route the phone cable out of the center compartment while keeping it plugged into the existing USB port. Those ports in there are needed if you want to charge the phone AND use Android Auto/Apple Car Play. Adding another USB hardwired into the truck would only charge the phone.
