tow hook problems

tow hook problems
i recently bought some after market tow hooks. i went to install them and they fit great. but theres a bottom fender trim piece which is plastic and covers them up so i cant get access to them unless i take off 13 screws. didnt know if theres a riser kit for this or a tool that lets you custom cut the section u need out i didnt want to do it myself and have uneven holes. thanks so much
