It doesn't do it every time you come to a stop. Several things must take place and several parameters must be present.

If it's working properly, then yes, most times you come to a stop it shuts the engine down. My *** system functioned just fine, and yes, it shut the engine off often.

I prefer not to have it operate 99% of the time, so I bought the eliminator. Now if I am in a situation where I want it on, I make a conscious decision to turn it on. Other than that, it stays off when I turn it off, just like it ought to.
