p0402 egr flow excessive

p0402 egr flow excessive
Greetings
My cel came on driving home today. I scanned and got P0402 code. Searched the forum and found some good intel. My haynes manual says to check resistance at the EGR regulator, should be between 30 and 70 ohms, mine read about 6 ohms. Does this sound like the problem?
Any info would be appeciated.
