Default OBD2 plug no power

So I have 2004 F150 with the 4.6L and I have no power to my OBD2 Plug. I have tested the fuse with a test light and the fuse is fine any suggestions? Also sometimes when idling and starting to accelerate the truck will bog down and die. That is why I need power to plug

How do you know there is no power to the OBII port ? did you plug a scan tool in ? weird that the lighter works and not the port.. same circuit and fuse. maybe try another scan tool..

Yeah it's real weird cause the cig lighter and power outlet both work but I've tried a couple different scanners and no power to it.

So the lighter and plug run off the same harness? Does that mean if there was a short in a wire it would have to be between the lighter and plug?
