im not trying to take the whole door panel off the back door just the bottom part its like a cup holder and just space like an extra compartment

you will most likely have to take the whole door pannel off unless you can see screws on the outside.

Try soaking it with some fantastik, scrubbing with a bottle brush then wipe with a rag with a stick or paint stirrer or something.

It's really easy and only take a few minutes after you see what to do. Take some pictures of it for me.
