Mine sags when I put 1000 pounds behind the rear axle, then I put air in my bags and it comes right up.
Sound almost like you have too much trailer for the truck and/or you need a Weight Distributing Hitch. But instead of an add a leaf I would go with and air bags and get the ones you can run without air in them.
