Daytime Running Light issue

Default Daytime Running Light issue

Where do I start? Well first I have a 2003 F150 Supercrew I bought new and I live in PEI Canada. DRL have always worked from day one. I searched all I could about DRL's in the forums but nothing I read helps. Two 15 amp fuses are good, even changed just to be sure. Hi and low beams work. No relays in power panel under hood just a fuse. Fog lights work but no DRL..

Anybody ever run in to this problem? I'm guessing a wiring issue. I wouldn't be concerned if it was law to have them working. Plus it is sure to get picked up on the next safety check in Nov. What the is happening!

So I'm guessing no one has any idea of how to fix this issue?

Here are the wiring diagrams for the circuit. The last one is for headlights only. There should be power at the orange/light green wire all the time if the resistor is good. Follow the diagrams for checking. Check the grounds too.
