Green boogers? Electrical corrosion

 

A circuit board.

 

Looks like a programable chip, take that paper off and see if there is a circuit under it... if so put it in the sun for awhile so it will clear al the bad stuff...

 

The green layer is a "potting" compound - it protects the circuits below.

If you mean the sand-like specks - they're probably dust that got potted in.

Why are you asking? They're not hurting anything, and there's nothing visibly wrong with that board.
