I would replace it, you shouldn't have to shim that starter. The bendix
is basicly a solenoid that moves the starter gear forward when you
hit the ignition, and draws it back when you let the key return to the
run position.

How many wires is connected to your starter

Ok, just curious about the wires. Some of the older models had multiple
wires.
The new starter has a sheet metal hump on it ,don't it? That hump is
the cover for the bendix.

then there's the other idea i have run into

the ignition switch is not returning to run position all the way
if new starter does it , before you put shims, try slightly jiggling the key back a bit and see what happens

or

the solonoid is fried

had both problems happen to me
