Default 1977 horn issues

Hoping someone can help. I recently completed a frame off restoration on my 77 and can't seem to get the horn to work. Checked the horn with a jumper wire at relay and horn works. Brand new relay in. Yellow wire has power at relay. Took horn cover off steering wheel and jumper wired the two connectors. Everything I tried will not get horn to work. Any suggestions on where else I can look? Thanks guys

I didn't push them down. They appeared to be soldered onto the metal part of the wheel. Am I correct when I assume that be depressing the horn button, the groud circuit is complete, activating the horn?
