A TSB is for if you have certain known problem, they will take care of it. Example I have the auto lock/unlock tailgate. If I complain it's acting up they will repair it. I'll be taking it in when I get home and take it in. I really think your dealer wrong, let's say you're driving down the highway and your wipers fail and you get in a bad accident. You could sue the pants off them. I would suggest you call another dealer. Make sure you have your vin handy as they will need it to see if yours does have the recall.
