I can't believe it, why? it's usually the other way around that the same parts are "cheaper" on U.S. dealer site due to exchange rate. When I run into this issue, I use sites like USaddress that can accept a shipping for me, then I have the option to pay them to ship it across the boarder or drive to the U.S. and pick up myself.
Most of the canadian OEM sites are acutally run by dealers, give them a call and ask if they ship to U.S.

Have you searched that part number? I see lots of places in the $700 price range, one around $600, one at $200, and a few at $32. All with the same number. I don't think the $32 are what your looking for but then again I don't know anything about the part itself. Since you know what you need and what it looks like it may pay to do a search and check it out.

We can do it for around $740, shipping shouldn't be much. Considering all that this thing does it's not the best place to skimp.

Ford dealer cost is almost $700, I'd be questioning anything being sold for less than that.

I don't think it was asked but, what is the problem you're trying to solve?

steering wheel button lights and functions don’t work as well as clicking noise when turning and horn not working at all. Crazy I have to spend $650+ for essentially the same part but since I have a limited and therefore have adaptive steering and heated steering wheel and has the extra connector it cost 30x the other models

That does sound like a clockspring issue. I'd also be more than happy to double check the part number for you, I just need the last eight digits of the VIN.
