What does this chip do that has caused all the delivery problems? Seems odd to me, the vehicle can be driven to the storage lot, but not from the dealer. I guess Ford is thinking about delivering to the dealer, offer it for sale, but customer can't take it home until the chip is installed?

It's not just chips/modules. There are some trucks that don't have passenger and/or rear seats. Windsheild wiper motors. BLIS modules.
It's not just one part holding some models up.

That said, I ordered my truck 4/27 showed up 9 weeks later. Didn't need to wait for any chip

Who would want to take delivery with not all the features working? Maybe there is no ACM, so you have no radio, no handsfree cell, no chimes or warning sounds. Maybe it's the module that controls A/C and heat. Missing a BCM? No lights anywhere.
And there would be warnings on the cluster constantly. Who would want to drive a vehicle like that?
By law, they can't give you the vehicle without any of the mandated safety features... backup camera or rear monitoring, ABS, stability control, front airbags.
Permitting delivery would also detract from the customer experience.

Ford is not going to allow a dealer to deliver you a vehicle without everything working as it should.

Believe Ford is thinking along these lines.
#1, There are over 3000 Ford dealers across the country many need inventory for customers to touch & feel.
#2, These dealers can put in the parts to finish the vehicle and the wait is then cut down for the buying customer. AKA manpower that is not taken away from normal production.
#3, Getting them shipped now so not to backlog the shippers when the parts arrive, along with creating space for other vehicles being built waiting for the same parts.
All good business strategies because Ford knows these vehicles at some point will all be sold.
Bad side is there is that newly ordered truck that you can touch & feel but that's all.
Personally early on in this crazy situation adjusted the needs and wants to fit a truck on a lot 3.5hours away.
