Default Charging ports

Do any of the USB ports work to charge a phone when the truck is not running?
Does the power outlet that looks like a cigarette lighter stay on if the truck is not running?
Frustrated over this weekend on a hunting trip. Needed to charge phones , trying to keep in contact with family members who had a medical emergency. Seemed like the truck had to be running to charge phones. If you shut key off the USB ports seemed to work for a few minutes and then shut off?
Is there something I’m missing?
22 F150 Xl with the upgraded electric package. Forgot what number it was.

No, my USB stops. My 400W plug in the 2016 XLT also stopped. The 7.2kW plug in my current 2022 also stops (unless truck is on generator mode).

The cigarette lighter plug works for 10 or 15 minutes after I turn it off so I use that to recharge my phone.

Briefly until the truck shuts down.

I’ve thought about putting a battery pack in between the outlet and phone but wish that the outlets were capable of powering a wireless charger. They aren’t and the lack of a 12v outlet in the console or dash doesn’t help either

Not sure why this frustrates you. Vehicles have proven that leaving on something as simple as a tiny interior light for too long will completely drain a car battery. Might I recommend something like the RavPower Xtreme powerbank. It's small, has 3 regular USB ports and a USB-C port, is low-priced, and will charge phones daily for a month or two before it needs to be recharged. It's a real workhorse and should last for a decade. I keep one in the truck and one in the Goldwing.

All you need is a $10 battery Pack about 3000 miliamph or more in capacity, and keep it plugged into the USB port full time.
Then your phone will have enough power for hours of use and keep you feeling happy.
I have a flat pack laying in the dash center area should I have a need.
Be sure you have the right cable between the Battery Pak and the phone's power jack.
Hint, you can even take the battery Pak with you into the woods or wherever you go and even have two Batteries.

I appreciate all the responses. I will checkout the RavPower you recommended.
It was frustrating because it shouldn’t have been that difficult to charge a phone. This was an odd trip that I only do about once every three years. Normally not an issue when I fish or waterfowl hunt for a day, I recharge the phone when I get back to the truck and drive home.
I appreciate the fact that something left plugged in can drain the battery. But I have some common sense. I have used the cigarette lighter plug on my old F250 and my beater commute car without causing any issues.

On my 2015 the cigarette lighter plug worked for at least 30 minutes, on my 23 it's maybe 15, none of the other ports work after turning it off. This is by design.

My old ram has 2 cigarette lighter socket, one is always on and the other is on when key is turned. Can be useful at times. As for draining the battery, kid has forgotten to turn off rear reading light a few times, they must’ve stayed on for a few days. So I don’t think draining battery is a valid argument, it all comes down to human error, and the current ford doesn’t prevent human error as mentioned
