Question Torque

I replaced my driver side valve cover due to leaking tube seals.
My book says 89 inches pounds which converts to 7.41 ft pounds but my only torque wrench starts at 20 ft pounds.
my brother in law told me to use a 3/8 ratchet and hand tighten them , then just go back to make sure they are tight after going through the sequence . Anyone know of yes thats a good idea or what I should do ? Everywhere I look online it only shows the same type of wrench I have .
Any tips or product to help me with my needs would be great.

i agree with brother in law, you don't need to kill them just make sure they are snug
