Sending unit and fuel pump

1989 F150 Dual Tanks 4.9 6 cyl.
Are both together as one unit or can each be replaced? Pump fine gauge does not work in front tank. Rear is fine.

the dual tanks had 2 fuel pumps and 2 sending units. the tank switch just turn the front or rear on

'89 has three fuel pumps.
