The blend door works fine. I can reach in through the plenum box and see and feel it working as it should. Long story about the plenum box. That is why I'm confused about it working properly and the heater hoses being hot but still getting cold air instead of hot. I replaced the thermostat earlier this year and the temp gauge reads fine is why I'm thinking it isn't the thermostat. I'm just not sure what else to try to figure out my issue. I've even flushed the core with water from a garden hose and it still doesn't work properly. Thanks for everyone's help though.

I guess my previous reply never posted. I am able to see and feel the blend door working properly because I had to make access to it one day to check to see if it was actually working when the actuator was working. So yes it does work fine, I just can't figure out why I am getting cold air instead of hot air. To me it is kinda weird because if it is a warm outside the air from the heat is warm, however if it is cold outside the air from the heat is cold. Not sure what else to try since I have flushed the hoses, purged air form the radiator and know that the blend door is working properly. Thanks again for the responses.

Well, it's what I call a genuine conundrum. My trucks heat wasn't the greatest so I also assumed a stopped up core, but the next summer if you were in a drive-thru too long the temperature gauge would start to rise. Turned out to be all of the impellors were eaten away on the water pump. It cooled the truck down and fixed the heat at the same time. Let us know what your problem turns out to be. Good luck.

If it were his water pump then the heater hoses wouldn't be hot.
