Default frozen broken bolt extraction

ok, here is the deal. i was trying to replace the EGR vavle on my 99 f150. both bolts holding the valve on snapped off at the head. i was able to then remove the valve but the bolts are frozen into the engine side of the valve. i tryed drilling one of the bolts out but snapped the bit off. i have some threads sticking out and was wondering if i weld a bolt onto the threads am i going to zap anything and make matters worse for myself. i also thought about heating it up with a torch but was not sure what the heat would do to that part of the engine. it looks like that pot metal stuff. i am hesitant to use one of those drill out power extractors as i have never used one before and not sure what it is going to do to the threads. any and all suggestions are greatly appreciated!

If you have enough of the bolts sticking out,try to weld nuts on the stubs. The heat from welding should help loosen the threads up, use a hammer and tap on the nut while trying to back them out.

yeah, i thought of that, but was worried that by using my welder on the engine i would zap the electircal system.
