Default Coolant temp too low

Good day fellow ford owners. I have a code on my 2004 f150 4.6L. Coolant temp too low. As well the gauge only comes up about half way to normal (aprox 1/4 of the gauge). Now I find it hard to believe that the engine has somehow learned to operate colder than it was designed to do. The question I have is if it is the sensor, would it work at all. Meaning, the gauge acts like you would expect, except it stops too soon. However there has been a couple times that it actually did come up to normal range (on the gauge) but most of the time it stops at 1/4 mark. I am going to have to get an E-test soon and figure I'll need this sorted out first. Any ideas?

Thermostat is likely bad. If it stays open it takes a long time for your coolant to come up to temp.

Assume E means emissions.
