Default 1990 Starting Issues

I have a F-150 XLT with a 5.0 in it.
I have replaced battery, Starter solenoid, starter, and positive cable from battery to Starter Solenoid.
When the key is turned over you can hear a click from start solenoid and all dash lights come on and stay on.
i checked voltage at starter and it is receiving 12 volts but it does not sound like the starter is engaging at all.

any help?

What were the events that led up to this?

Offhand, suggest testing your starter, then check your ground connections and cables.

A set of jumper cables off the battery direct to the starter terminal and case would suffice, if you're careful.

Before it completely stopped starting up, the starter sounded weak and then the starter solenoid was sparking.
tested the battery with load tester and it tested bad so I installed new battery and starter solenoid.

I’ve tried to jump across the solenoid but can not get the new starter to do anything.

Suggest leading probabilities are the starter itself, then the ground loop back to the battery.

Jumping around the solenoid takes the solenoid and ignition switch and all other interlocks and controls out of the picture.

Recommend proving as bad before a blind replacement - nothing like putting a new bad part in place of an old good part making for two things to chase.

I have replaced the starter now and still no luck.
I will try to replace the cable that goes from solenoid to starter next, it does have some frays in it.

Just don't overlook the importance of the ground cable and connection integrity, including where it secures to the engine block.
