Default 1990 f150 no crank

So recently my f150 stopped starting out of the blue. I am able to start it by jumping the solenoid. So far I have replaced the solenoid and ignition cylinder and it didn’t fix the problem. I haven’t sprung for a new starter yet because the problem seems like it’s in the steering column. I have checked the ignition actuator and it is in working order, but the key seems like it doesn’t want to turn all the way, in fact the fuel pump come on at the very end at the key turn instead of its usual key position . Any ideas or thoughts? Thanks

These parts do wear out. Not clear what you mean by "ignition actuator".
