After further investigation I found this quote from Ford:
"Recently we had some touch-up paint specific for the North Korean market get shipped into the USA. We apologize for this mishap. Anyone that received the "Rocket Man" edition of touch-up paint in the USA can return to your local dealer to exchange for the USA version"
