Default Trailer Brake Controller

2019 Lariat 500A package. I added the trailer brake controller and enabled the controller and gain via Forscan. I think there were four items in total on Forscan then the 30 amp fuse in slot 24. I have trailer brakes,,,, just a little as I apply brakes then after 5 seconds, I get ALL of the trailer brakes! This was verified with a voltmeter. Wondering what in the cornbread hell is going on? I can't remember if the dash controller I purchased was genuine Ford or a knockoff. My next move is to buy an authentic controller from a reputable source (Tasco) and see if this cures the issue. I don't think it is the trailer (20' toyhauler/camper) but won't rule it out. Anyone got any ideas or suggestions to resolve this issue??

Does that occur regardless of where the gain is set at?
