There is a torsion bar inside the tailgate that is operated by the left bracket...the only thing that may be missing on the right side is the damper shock mounting ball

This is the brackets from my swap. The mounted one is what is required for tailgates with the step, the one on the bumper was the original non-step bracket

 

Go to Harbor Freight and buy one of there folding aluminum steps for like $20, carry it in the bed.

 

THAT was my solution also. Makes a great bench camping or at sports events.
