Default Spots on paint

I have some spots that are down the side of my truck. From the splattering pattern, it obviously came from the tires shooting up something on the road. I was able to get the spots on the window off using a razor blade but the ones on the paint wont come off. I cant tell what exactly it is, but the ones on the window turned to powder when I scraped them off. I've tried bug and tar remover, goof off paint and had a detailer come out, but they still wont come out, even with a compound. Has anyone experienced anything like this? It was hard to take a picture of them so these were the best I could do, but these are all down the side of my truck.

Can you feel them on the surface of the clear? Like if you run your fingers along them do they feel high (coming up off the clear)?

You can slightly feel them. A fingernail wont take them off but if you run your fingers over it, you can feel them.

If it were my paint I would first try 50/50 distilled white vinegar and water. Spay a section and rub vigorously with a clean microfiber. If that does absolutely nothing, I would use an electric polisher and mildest pad/compound and work my way up (which you may have already had someone do). If the polisher doesn't work and they are on the surface of the clear I would have a shop wet sand and buff to correct the paint.
