Speeding and not busted
I have a place near a small town in Va on the Chesapeake. I was up there this weekend and had to drive into town. The primary source of town revenue is speeding tickets so you have to be very careful.
The speed limit drops from 55 to 35 at the edge of town. I was in discussion with my wife (and a little hung over) as I approached the speed change. Looking up I saw the cop car set up to catch anyone failing to slow in time.
The truck hardly felt like it was moving but as I glanced down I saw the number 75!!! I about crapped myself and hit the brakes hard. To my amazement, the cop did NOTHING. He didn't even look at me.
Over breakfast (and coffee ... did I mention I was hung over) my wife and I were amazed that I still had my license. As we were heading out of town, I looked down and was shocked to see I was now knocking out 55 ... ONLY TO REALIZE THE SPEEDO WAS SET TO Km/Hr....
I went home and took a nap!

Being from the Great state of NC I'm sure the OP has heard this saying...
it is said that the NC Highway Patrol has an unwritten rule....Nine your fine - TEN YOUR MINE!

VA state troopers absolutely suck these days. I travel through the southwest portion of the state often on the interstate. I have often seen people pulled over for 3-4 mph over and get a ticket. Nothing more but a money making operation for the state.
Small towns in Utah most have "your speed" radar sign's" as you enter And many Will park a plainly marked patrol car some with a manikin in uniform in plain sight. Will get your attn. quick.
So your driving by and assume the vehicle was stopped for doing 3-4 mph over the posted limit. And you know the driver got a ticket and not a warning? How?
