That aint rust if you really want to see rust look at any Ram 1500 over three years old. The wheel wells rust from the inside out.
Or look at any Toyota dealer and see how many frames they have sitting there for the Tocoma and FJ. The one by me has frames being delivered weekly 4 or 5 at a time.
Really I would not sweat this just hit it with a little sand paper and paint it flat black. If you really need to do the under carriage at the same time. I have a 1968 Mustang coupe and the rear diff and under carriage is rusted really bad but it still drove straight down the road. I pulled it off the road to restore it and I will paint the under carriage at that time.

That's just a part of life... painting that ball joint would have added $0.03 per piece price, which is a big deal in the automotive industry.

And yet they just had everyone with a tacoma or tundra where it snows a lot have the frame inspected and sprayed with some coating (if it passed). If it failed, they were replacing frames...
