This also happens to be the fuse I used to hardwire my dash cam (using a blade splitter) but I assume that’s unrelated.
I think you have found the source of your problem. There is a right and wrong way to install them. If installed correctly, it could just be a bad item and needs to be replaced.
When I hardwired my dashcam I connected the wires (one hot at all times and one ignition switched) to two unused fuses in the BCM by adding connector terminals and wiring it directly to the BCM without using an add-a-fuse.
