From what I understand, dealers get a certain allocation of Raptors based on past sales, but customers can special order as many as they want, but there just won't be a ton sitting on the lots waiting to be bought, because of the dealer allocation limits. That's how I understood it anyway. Could be wrong.

I won't do any business with the local Ford dealer near me for this reason. I drive 25 miles in the opposite direction to work with a dealer with more integrity.
The dealer I work with does not advertise a extra low payment "fake" vehicle that has impossible options that never existed (or only one) in any of their media. They don't advertise both "lease turn in" incentives with "first time buyer' incentives that are impossible. They don't add pin stripes, plastic deflectors, paint sealant, nitrogen, and undercoating and to every vehicle before they add it to their inventory. They don't add these things to special orders on the sly so the owner has to pay the 200% markup on that useless junk.
The annoying awful dealer makes their profits on low volume sales. They jack up the prices on every deal. They add aftermarket options before customers can even see them. They do this to get additional profits even from A-Z plan customers. They low ball every trade in just to see if you are stupid enough to bite. And every high demand vehicle sits on their lot for months with a "market value" sticker in the window. Its a great place to go and check out a Raptor or an RS because no sane person would pay, so they just sit. I was in their sales office during an event they held on their property, and I could see they were delivering 10 new vehicles in the next 7 days. I'll bet their annoying tactics net them an average $1000 extra on every deal, when they can finally make the deal. It is a endless repeating cycle now. Almost no one in my community buys from the crappy local place. Now they need the extra profits just to stay afloat.
The dealer that I have bought 15 new Fords from sold at least 232 F150s in the last 30 days. The only vehicles that I've ever heard of over MSRP were Cobra Jets. I personally think the tactic hurts these dealers much more than they know.

The original raptor was special. This is merely an EB dressed up to look like a real raptor. There's no way the "market adjustment" should be equal to the original raptor, especially given that Ford plans to make this readily available.

Dealers in Vegas have added 20K to the sticker.

Hmmm. I talked to my dealer and he has no problem selling me one for invoice. Guess since I've bought over 20 trucks from Ford he feels obligated? Yeah, right. Problem is they'll never have incentives. Find a new dealer.

I talked to the dealer (the General Manager) here when I bought my XLT about the new raptors. He said they got 21 and sold them all at MSRP. He also said they probably won't get anymore until June of '18....wow!

^^^this... the value of anything is what people are willing to pay. If there are enough people with full wallets willing to fork out 25 k over what ford recommends charging, dealers will continue to do so. I would, that's just smart buisness

You know, I only half blame the dealers for the mark up. Maybe less.
It's a business, the truck is a commodity and a business's purpose is to extract the highest market price for their commodity.
The problem is the F-tard's out there who pay these prices. If they weren't paying the stupid mark up, the dealer wouldn't be able to charge them.
It's kind of a vicious circle, but the business isn't going to break it because it's to their advantage...so the consumer has to by the only way they can: not buying.
